Capital Improvement Planning

The City of Ripon’s Capital Improvement Plan (CIP) is a long-range planning document used to identify, organize, and schedule major public infrastructure and equipment needs over multiple years. The CIP helps the City plan for large, non-routine investments such as street reconstructions, utility infrastructure, park improvements, public buildings, and major vehicle/equipment replacements.

The CIP serves several important purposes for the City, including:

- Providing a structured roadmap for future capital investment

- Supporting long-term financial planning and debt management

- Helping coordinate infrastructure projects to reduce duplication and improve efficiency (e.g., aligning road work with water/sewer upgrades)

- Promoting transparency by outlining planned projects, estimated costs, and anticipated funding sources

Ripon’s CIP is reviewed annually as part of the City’s budget process. Each year, projects are evaluated and prioritized based on available financial capacity and shifting community needs, including project urgency, grant funding, long-term community benefit, and feasibility. This ensures the CIP remains a living document that reflects both the City’s goals and evolving community needs.
