New Commercial Plan Review Services Partnership with E-Plan Exam

The City of Ripon is pleased to announce a new partnership with E-Plan Exam, a Wisconsin-based professional plan review and code consulting firm, to assist with commercial building, HVAC, plumbing, and fire protection plan review services.

These plan review functions are traditionally handled by the Wisconsin Department of Safety and Professional Services (DSPS). However, the City of Ripon now holds full delegation authority to conduct local commercial plan review in accordance with the Wisconsin Commercial Building Code, the Uniform Dwelling Code, and adopted local ordinances. This places Ripon among a small number of Wisconsin communities with the capability to locally review and inspect nearly all construction projects and trades, with minimal exceptions.

Plan review timelines at the state level can often extend several months. Through this partnership, the City of Ripon is now able to target a 15-day commercial plan review, supporting faster project delivery and improved permitting efficiency for contractors, designers, developers, and property owners.

In addition to performing technical plan reviews, E-Plan Exam provides technical assistance to help businesses, designers, and property owners better understand commercial building code requirements prior to submitting plans.

“The City’s partnership with E-Plan Exam strengthens our ability to provide responsive, consistent, and high-quality plan review services,” said City Administrator Adam Sonntag. “This collaboration improves customer service and helps streamline development activity in Ripon.”

The City of Ripon remains the Authority Having Jurisdiction (AHJ) and retains full responsibility for accepting permit applications, issuing permits, performing inspections, and enforcement and final approvals. E-Plan Exam provides plan review and code consultation services in support of municipal operations and in coordination with the city’s building inspection services provided through MSA Professional Services. While E-Plan Exam assists with technical commercial plan review, all local decision-making authority remains with the City of Ripon.

This partnership advances the city’s goals of improving development services, enhancing code compliance, and supporting economic and community growth.
