Fire and EMS Study

The City of Ripon commissioned Public Administration Associates, LLC (PAA) to evaluate the feasibility and framework for consolidating its fire protection and emergency medical services (EMS) into a unified, city-operated department. Currently, fire services are provided by the Ripon Area Fire District (RAFD), a joint fire district, while EMS is handled by the municipally operated Ripon Guardian Ambulance Service (RGAS). This study proposes a comprehensive restructuring to create a single, city-run fire and EMS department aimed at improving service delivery, response times, efficiency, and sustainability.
