Request for Proposals - Redevelopment of the Metomen Street Property

The City of Ripon is seeking proposals from interested developers and/or builders for the redevelopment of the Metomen Street Property, a priority growth site consisting of approximately 15.47 acres within Tax Increment District (TID) #16, created in 2025 to support new housing and mixed-use development.

The site includes five existing single-family homes that will need to be removed as part of redevelopment and incorporates an identified location for a future municipal well, shown on the City’s concept plan. The property also requires the extension of Ringstad Road from Metomen Street to Pleasant Street, a key transportation improvement to support future neighborhood development.

With these public improvements planned, the City is now seeking a qualified development partner to create a high-quality project that aligns with Ripon’s housing needs, land-use goals, and longterm community development objectives. The City is open to a range of land uses, including multifamily residential, single-family residential, mixed-use, and highway commercial, consistent with the City’s adopted Housing Study and subject to appropriate zoning approvals.

The Ripon Common Council supports a strategic redevelopment of the Metomen Street Property that provides a mix of high-quality residential and/or complementary commercial uses. While the City provides concept materials to guide planning, illustrating the municipal well location and the future Ringstad Road extension, developers are encouraged to propose creative, flexible approaches that align with City objectives and current market conditions.

All submittals must be compiled into one PDF document, including appendices, and submitted electronically.

First review of proposals will occur on January 23, 2026.
