Review Services Partnership with E-Plan Exam
The City of Ripon has partnered with E-Plan Exam, a Wisconsin-based professional plan
review firm, to provide building, HVAC, plumbing, and fire protection plan
review services.
E-Plan
Exam assists municipalities by performing technical plan reviews in accordance
with the Wisconsin Commercial Building Code, Uniform Dwelling Code, and adopted
local ordinances. This partnership helps ensure consistent code application,
efficient turnaround times, and high-quality reviews while preserving local
decision-making authority.
The city remains the Authority Having Jurisdiction (AHJ) and retains full responsibility
for permit issuance, inspections, and enforcement. This collaboration is
intended to support safe construction practices and streamlined permitting for
residents, designers, and contractors.

What
You Need to Know - FAQs
Q: Who
Handles Permits?
A: All
permitting is handled by the City of Ripon.
The
municipality remains fully responsible for:
- Accepting
permit applications
- Issuing
permits
- Scheduling
and performing inspections
- Enforcement
and final approvals
E-Plan
Exam provides technical plan review and code consultation services only
in support of the municipality.
Q: Who
Reviews My Plans?
A: Plans
will be reviewed by E-Plan Exam on behalf of the municipality in
accordance with the contractual agreement. All reviews are conducted in
accordance with applicable state and local codes.
Q: What Fees should I expect?
A: Fees
are handled separately:

Assessed by E-Plan Exam in accordance with the municipality’s
contract.
- Permit
Fees
Established, assessed, and collected solely by the City of Ripon.
Applicants
may see both plan review and permit fees depending on project type. See Fee Schedule document linked below.

Review Timelines?
A:
- Standard
Review:
A 15 business day guarantee for first-pass plan review, starting
once a complete submittal is received and paid.
- Expedited
Review:
Expedited plan review may be requested for an additional fee,
subject to availability.
Inspections
& Construction
This
partnership does not change inspection procedures.
All
inspections are scheduled through and performed by the City of Ripon or
its authorized inspectors. Construction must comply with approved plans and
applicable codes.
